Category of Industies


To simplify the procedures and to categorize the industrial projects on the basis of the pollution potential in a simple way so that common person can understand the severity of pollution from a specific industry, it is required to categorise the industries or projects in three broad categories viz. Red, Orange and Green in decreasing order of severity of pollution. As the ecological configuration and sensitivity together with geo-meteorological parameters widely from place to place there cannot be a uniform classification through out the country.

In this classification, "Red" represents highly polluting industries, 'Orange' represents moderately polluting industries and 'Green' represents marginally polluting units. This classification helps the common people to understand about pollution as well as prioritization of plans and programmes of pollution control and surveillance according pollution potential of a particular category of industry. The State Board has adopted the following
classification in each category of industries/projects.

Industries identified by Ministry of Environment & Forests, Government of India as heavily polluting and covered under Central Action Plan. Viz;

Pesticides (Technical) (excluding formulation).
11.
Petrochemicals (Manufacture of and not merely use of as raw material)

Pharmaceuticals (excluding formulation).
13.
Pulp and Paper (Paper manufacturing with or without pulping).
14.
Sugar (excluding Khandsari)
15.
Tanneries.
16.
Thermal power plants.

Zinc smelter.

Coke making, coal liquefaction, coaltar distillation or fuel gas making.

Dry coal processing/Mineral processing industries like ore sintering, palletization etc.

Explosive including detonators, fuses etc.

Fermentation industry including manufacture of yeast, beer etc.

Glass and fiber glass production and processing (excluding moulding).

Glue and gelatin.

Heavy Engineering

Hydrocyanic acid and its derivatives.

Industrial carbon including electrodes and graphite blocks, activated carbon, carbon black etc.

Industrial or inorganic gases namely (a) Chemical gases: Acetylene, Hydrogen, Chlorine, Fluorine, Ammonia, Sulphur Dioxide, Ethylene, Hydrogen Sulphide, Phosphine. (b) Hydrocarbon Gases: Methane, Butane, Ethane, Propane.

Industry or process involving metal treatment or processes such as pickling, surface coating, paint baking, paint stripping, heat treatment, phosphating or finishing etc.

Lime manufacturing.

Lubricating oils, greases or petroleum - based products.

Milk processing and dairy products (Integrated project)

Mining and ore-beneficiation.

Organic Chemical manufacturing

Parboiled rice mills

Paints and varnishes (excluding blending / mixing).

Petroleum products manufacturing & oil / crude oil/ residues reprocessing

Steel and steel products including coke plants involving use of any of the equipments such as blast furnaces, open hearth Furnace, induction furnace or arc furnace etc. or any of the operations or processes such as heat treatment, acid pickling, rolling or galvanizing etc.

Stone crushers.

Surgical and medical products involving prophylactics and latex.
65.
Synthetic detergent and soap.
66.
Synthetic fibers including rayon, tyre cords, polyester filament yarn.
67.
Synthetic resins.
68.
Synthetic rubber excluding moulding.
69.
Tobacco products including cigarettes and tobacco processing.
70.
Vegetable oils including solvent extracted oils, hydrogenated oils.
71.
Yarn and textile processing involving scouring, bleaching, dyeing, printing or any effluent/emission generating process.
